I just typed the following command exactly as the installation instruction said:
#export CVS_RSH=ssh
#cvs -d anoncvs@cvs.tuxbox-cvs.sourceforge.net:/cvs/tuxbox -z3 co -P .
while it says connection time out. How can I access the cvs repository?

I have tried this:
cvs -pserver:anonymous@cvs.berlios.de/tuxbox-cvs login
and it works...
I cannot ping cvs.tuxbox-cvs.sourceforge.net, but http://www.tuxbox-cvs.sourceforge.net is fine.
is it my problem?

http://www.tuxbox-cvs.sourceforge.net and cvs.berlios.de are completely different servers, you cannot use these to get to cvs.tuxbox-cvs.sourceforge.net. Indeed, we used to have the CVS-Repository on that server but it was too instable so it was removed and put on a different site.
I gave you the IP for the CVS-Repository in my last post, try to use this directly. If you can't even ping the IP then we obviously have a routing problem. You can use traceroute or similar to find out where the packets disappear.
AFAIK there should be no restrictions.
